A fellow agent from the Chicago office, Conrad Cross, told the HSCA “he believes Bolden was set up” but did not know by whom (HSCA interview of Conrad Cross [HSCA RIF# 180-10104-10324]). Surprisingly, former WHD and Chicago office agent Joseph E. Noonan, Jr. told the HSCA on 4/13/78 that “he briefly discussed the elements of the Spagnoli case and told us that there was no way that Bolden was going to be able to give Spagnoli files which would really help him with his case. He could only feed him office files and Spagnoli already knew that information. The Secret Service had “turned” Spagnoli’s girlfriend and she was the one who set him up. Bolden’s case was a sad chapter in the Chicago office of the Secret Service [,] according to Noonan. He felt that Bolden got a stiff rap from the judge (6 years) and part of the problem he felt related to Bolden’s personality. He talked a lot and angered many people in the Secret Service with allegations about laxity in their presidential protection functions.” Noonan also said: “Bolden was too gentle for this job. Abe never wanted to arrest anybody.” However, former agent Bob Lilley said Bolden was “a good street agent.” (Author’s interview with Lilley, 9/27/92) Mr. Bolden wished that his fellow agents would have either been at his trial or at least read the transcript. As it turns out, one agent WAS at Bolden’s trial (both of them, in fact)---Louis B. Sims, who, as we know from before, was later one of two agents in charge of maintaining the elaborate eavesdropping operation at the Nixon White House and changing the tapes (RIF# 180-10093-10022: HSCA interview with Sims, 5/22/78)! Interestingly, Richard Case Nagell, an intelligence agent who both knew Oswald and who had allegedly uncovered a plot to kill JFK in advance, was placed in a cell directly across from Bolden (“The Man Who Knew Too Much” by Dick Russell (New York: Carroll & Graf, 1992), page 635)!

Agent Lawson (LEAD ADVANCE AGENT for the Dallas trip), Agent Louis Sims (with Bolden in Chicago office, later of Watergate tape 'fame'), and a CIA operative who knew Oswald and who was also allegedly privy to the assassination plot, Richard Case Nagell, ALL served at Fort Holabird, MD in the 1950's---
Secret Service Agent Winston G. Lawson, one of two WHD advance agents for the Dallas trip —1953-1955: U.S. Army CIC agent, trained at Fort Holabird, MD ; 1978, SAIC Liaison Division ; joined Secret Service 10/59, entering the Syracuse, NY office; WHD: 3/61 on.
Louis B. Sims---1950's: served three years with U.S. Army Intelligence at Fort Holabird, MD (Entered Secret Service in 4/61 and assigned to Chicago office until 1/64*; 1/64-12/65: WFO ; 12/65-7/69: Intelligence Division; 7/69-11/72: Liaison Section; 11/72-9/74: Technical Security Division; 9/74 until at least 5/78: Chief of Interpol)]*a member of the Chicago office with Bolden; also attended Bolden's trial (Bolden was in a cell across from Nagell for a time. From “The Washington Post,” 7/17/73 : " Reliable government sources said yesterday that Alfred Wong, the former head of the technical services division for the Secret Service at the White House [On JFK’s 9/24/63 Milford, PA trip], was in charge of installing the listening devices. Wong had recommended James W. McCord Jr., who was later convicted in the Watergate case, for McCord's position as head of security at the President's re-election committee. Secret Service agents LOUIS B. SIMS and Raymond C. Zumwalt, both presently assigned to the technical services division at the White House were in charge of maintaining the elaborate eavesdropping operation at the White House and changing the tapes, according to the sources." [Emphasis added; as we know, SAIC of PRS Robert Bouck was in charge of the taping system during JFK’s time in office]
Richard Case Nagell---7/1/54: assigned to Army's Counter Intelligence Corps (CIC) School at Fort Holabird, MD, serving in this capacity for several years. At the time the HSCA reviewed the Secret Service's CO2/ JFK-threat files on 4/20/78 which included a synopsis re: Nagell , Lawson was the SAIC of the Secret Service's Liaison Division, while Sims was the Chief of Interpol (and, of course, ALL three were investigated/ contacted by the HSCA)!




Mr. Bolden elaborated during a telephone interview with the author: "Do you know what happened to Harvey Henderson? I heard that he had been relieved of his Detail by President Kennedy himself...Harvey had made some threats like, 'We'll get you'...I understand that he told the President "I'll get you, or something to that effect...(it was) no secret that Kennedy wanted him removed from the detail... Harvey was a quick-tempered guy who couldn't take the heat... Where is Harvey Henderson at? I think that you would do well if you could find out where Harvey Henderson was on November 22-can you track him down?" In reference to the elicit Secret Service credentials present in Dealey Plaza on 11/22/63, Mr. Bolden said, in reference to Harvey Henderson, "that's the first thing that crossed my mind - he would have the nerve, the guts, the anger, the craziness, the instability...I'm not saying he was in Dallas, but I'm saying that...it would be something to look at." Unfortunately, Henderson died in 1994 before the author could locate and contact him for comment. Interestingly, information regarding a plot to kill Martin Luther King was furnished to Henderson, the ASAIC of the Birmingham Secret Service office, on 3/11/65, over three years before MLK’s murder (“Martin Luther King, Jr.: the FBI File” by Michael Friedly and David Gallen (New York: Carroll & Graf, 1993), pp. 366-367). For his part, former agent Walt Coughlin wrote the author: “Harvey (The Birmingham Baron) Henderson had left the Detail when I arrived [6/62] but I recall he was there thru most of the 1950’s.” Walt later added: “Harvey Henderson he [Bolden] is probably rite (sic) about.” (E-mail to author dated 2/22/04)

Robert J. Motto (interviewed by the Chicago Independent 11/75 and by the HSCA [12/30/77]; deceased 3/19/02; who protected five presidents in his 21-year career, died Tuesday, March 19, 2002, in his Downers Grove, Illinois, home after a heart attack. Born in Brooklyn, N.Y., Mr. Motto attended City College of New York and served in the U.S. Army from 1942 to 1946 in counterintelligence. After the war, he was an investigator with the U.S. Postal Servicein New York. Mr. Motto joined the Secret Service in 1949 and over the years worked in field offices in St. Louis, Philadelphia, Pittsburgh, Springfield and
Washington, D.C. He retired in 1970 as the assistant to the special agent in charge of the Chicago field office. Mr. Motto and his late brother Carmine, also a Secret Service agent, were renowned for their undercover work, colleagues and family members said. "Both my dad and my uncle were very, very low-key people," said Mr. Motto's niece, Irene Kaufman. "I think that's what helped them both be very successful undercover agents." During his Secret Service career, Mr. Motto solved several counterfeiting cases, and he had numerous adventures guarding presidents, recalled his longtime neighbor, Terry
Mejdrech. Mr. Motto used to tell the story about how he once had to tackle President Harry Truman when there was some gunfire outside of where Truman was staying and Mr. Motto thought the president was too near the window, Mejdrech said. In the excitement, Mr. Motto yelled and actually swore at Truman, she said. "The next day, he thought he was going to be fired for sure," Mejdrech said. "But Truman thanked him profusely." After his career with the Secret Service, Mr. Motto held several state and local police jobs and worked as a private investigator, retiring fully only about five years ago.)
